Database Index

So, I need to write something that makes the contents of a database "search engine friendly."  But I'm not sure how...  Does anyone know to do this?  I've heard you simply need to create an html index, but in what form is it in?

I don't want to screw with .htaccess.

Alright, so I'm a little further,  but now I've got another problem.  How do I provide a link to a framed page?

Turns out you can't.  So, I just sent the info to a perl script and had it write the framed page.  Just wanted some closure--I've been done with this project for quite awhile...
